In 1862, when Doctor José María Montealegre was the President, it was ordained the first Costa Rican stamps emission.

On September 15th 1862, The State Secretary of Foreign Relations, Julian Volio, sent a note to the Ambassador in Washington to commend the impression of 250.000 postal stamps of each of the two values. At the same time indicated that the stamps will have the “coat of arms of the Republic, in the better engraved possible way”.
