What makes a difference is the reason, that the 1996 issue tends to be very similar to the
first stamp of 1948; at least the upper description is almost identical.
While the issue of 1991 (on bottom) only
reproduces the famous painting "Beauty Looking Back" (by Moronobu) but was not meant to be a reminiscence to that
1948 stamp.

For me, the 1996 issue barely qualified as a
Type B (I always disliked that designation, and came up with my own Design
Component category), and only because the Japan post made it part of the Postal
History series. I included them in my collection mainly because I already owned
the two 1948 art stamps to mount with them!
Martin, the matching inscriptions at the top of
the issues is on all post-war (modern) Japanese stamps, and probably reads
Nippon Post or something similar.
