On
February 21, 1863 president de Acha issued a decree to reorganize the postal
service. Stamps were to be introduced, but in this case the postal service
would be auctioned to the highest bidding private company. Justiniano Garcia
won the bidding at the minimum 17,000 pesos. A contract was signed on March 18,
1863 and service was to begin on June 1, 1863.
Senor
Garcia prepared for the printing of his stamps, as instructed by the contract.
However, political intrigues caused the contract to be suspended as of April
29, 1863 until the national assembly had ruled in the matter. This never
happened. This means that the contract was effectively cancelled, only 42 days
after it was signed. Unfortunately, Senor Garcia had already printed some of
his stamps. They were never issued, but a few exist with cancels. These cancels
are forgeries or were applied by favor. Very few covers with Garcia's stamps
exist, but all of them are suspect - no known cover with these stamps is known
to be genuinely and postally used.

soft copper plate wore out quickly. However, the 5 centavos was the only value
printed in large quantity, and therefore had to be re-engraved four times and retouched
six times…..

for Bolivia Sc #651 as January 23, 1980, but Michel
and several online sites give other dates in January and February. The
issue commemorated the Bolivian Maritime Philatelic Exhibition
which was held in November 1979, but the release was delayed for some
reason, a not uncommon, happening in Central and South American
posts. I'm still in the process of mounting/remounting my collection and
in doing the page for this issue, I saw that the cover I've had since the '80s
was dated 3 de Marzo 1980. I checked online and
this is the date on other such covers I found. They don't
say "primer dia" but since this is the date
the Bolivian post used on the covers, I am changing the date in my
checklists, and think you should do the same.

responded: You neglected to note the most grievous error of them all on this sheetlet. The designer(?),
instead of showing a real "PENNY Black 1er. SELLO POSTAL DEL MUNDO
1840", chose to use a poor quality, PERFORATIONS ADDED knock-off, of
the artist recreation from the Great Britain Stamp World 1990
s/s with the non existent check letters S-W (technically,
not a Penny Black either)! I hate this "thing" so much, I've never been able to come up with a label
to describe it!
In
my opinion, the worst designer error of them all, how can anyone who knows
anything about stamps, not know what a Penny Black looks like, and with
all the great scans available online, not use a real one?

added: I got so into that horrible PB mock-up, that I
forgot to comment on Martin's query re the Bolivia imperf
airmail stamp.
If
you note the SoS, it is a
black monotone, and not the dark violet/black bi color of the normal C7
perforated stamp. Perkins Bacon & Co, the printers of the Bolivia
airmail issue, were famous for producing proofs and trade samples of their
products; I could not find one in my searches, but in my data base, I listed
the SoS as "C7 imperf
monotone proof" which describes it better.

responded: Back in 2005, when I got the actual sheetlet
I spent some time staring at this C7 SoS.
Sometimes I saw two colors and sometimes only black, so I originally described
it in my database as "C7 imperf proof" and
then changed it at a later date. For the hell of it, I
just took a scan of the darkest C7 I could find on line, and
converted it to greyscale (couldn't get pure
black/white--anyone know how?) and trimmed the perfs
off of both, to see what they looked like, see attached. Comparing
the two next to each other, which I can't figure out how to copy for you,
there seems to be a slight color depth difference between the frame the
and vignette in the colored scan, and since it can only be a proof, and not an
unlisted error or variety, let's go with the original safer description:
"C7 imperf proof".
