On
March 20, 1896, Tsungli Yamen Office of Foreign
Affairs) based on Robert Hart's Postal Guide submitted a memorial to the throne
proposing establishment of the National Postal Service. Emperor Kuang Hsu wrote (Proceed accordingly)" in vermilion on
the memorial and "(Read)" on the Postal Guide. This date became the
birthday of Post of China.
The
Imperial Post Office was planned to inaugurate on January 1st, 1897, and
changing the currency used for postage unit from Candarin
of Silver to Silver Dollar. Due to some delay on schedule, the Imperial Post
Office officially opened on February 20th. In order to meet the immediate needs
for new postage stamps of silver dollar system, a quantity of Small Dragon and
Empress Dowager Commemorative issues of the Customs Post and unissued Red
Revenue stamps were surcharged with new values in silver dollar denomination.

to honor the postal workers during the centenary year of the Chinese
postal service, and may have been distributed to them. It is not noted in Scott, but is listed in Michel. It is
usually available online at a premium over the regular issue. I have both
in my collection, but only recently got the translation from a
Chinese dealer, and now can pass it on to you all.

wrote: This was one of my IDs for the Club— it was originally listed as either
unidentifiable or as a pseudo stamp, but I thought a stamp issued for the 40th
Anniversary of the Beijing Printing House should reproduce a stamp, so with a
photo of the envelope I went back 40 years in the catalog, looking to find a
vertical stamp to match. I found a stamp issued in August 1959 noting the
opening of the building, but it was in a horizontal format, so I turned the
picture on end and there it was! This is one of the most unusual SOS
designs— the stamps are reproduced on end and bent at an odd angle and appear
to be coming from a blurry blob of blending white, magenta, yellow and blue
colors. The only inscription to explain what the stamp was issued for is
in the envelope cachet—in Chinese!
